What began as a two-attorney operation in Saylersville in 1991 has grown into one of the state’s most well-regarded full-service firms — a development rooted not in luck, but in consistent hard work and an uncompromising standard of client service.
Grover’s story begins before the law firm, at Alice Lloyd College in Pippa Passes, where he was a standout student, class salutatorian, and student body president. After earning his Elementary Education degree in 1985, he pursued law at Northern Kentucky University’s Salmon P. Chase College of Law, graduating with his Juris Doctor and then passing the bar in 1989.
Two years of practice preceded the founding of his firm — years during which Grover was absorbing the rhythms of legal work and identifying how he wanted to practice. When the Grover Arnett Law Firm officially opened, it did so with a clear vision: provide expert, ethical, client-focused legal services to the communities of Eastern Kentucky.
That vision was further sharpened during his tenure as Magoffin County Attorney from 1994 to 1999. Representing the public interest as a prosecutor gave Grover perspectives that have served his clients ever since. His high conviction rates and landmark drug prosecution during those years cemented a reputation for preparation and effectiveness that followed him back into private practice.
